The original book 'The Police Officer's Essential Illustrated Guide - Kenpō' was written by Hisatomi Tetsutarō. Prior to the Meiji Restoration (1868), Nakamura & Uehara Shōgo (上原庄吾) of the Ryōi Shintō-ryū (良移心当流), Hisatomi Tetsutarō (の久富鉄太郎) of the Sekiguchi-ryū (関口流), (Shibukawa-ryū 渋川流), and Naka Danzo (仲段蔵) of the Sekiguchi Shinshin-ryū (関口新々流) were known as the Shiten'nō (四天王 Four Heavenly Kings) of the Kurume Jūjutsu. They were the four strongest fighters in Kurume and their fame spread throughout Japan.
Later all four would later serve as Jūjutsu teachers for the Tōkyō Police.
